Our Trustees

The NCPTA is fortunate to be led by a committed team of trustees who bring a range of skills and experiences to bear on the governance of the Charity. In most cases this includes current or past hands on experience of schools and PTAs.

Julian Oxley - Chairman

Julian Oxley joined the Board in November 2002 and was appointed Chairman on 16 December 2004.

Julian is a Chartered Accountant who spent many years as Finance Director of a public company before moving into the voluntary sector to become Chief Executive of a major national disability charity. He has served as Chair of a school governing body and also as a PTA Treasurer, and as a Non-Executive Director of an NHS acute hospital trust. He is married with six children and six grandchildren.

Mike Booth – Trustee

Mike became a trustee in September 2007

He worked in a senior management role for a national food retailer for several years before choosing to become a full time parent and part-time wine consultant. He has worked at County level dealing with school admissions and exclusions and also a role with the Youth Justice Team dealing with disadvantaged children.  He has been closely involved in the schools that his children have attended, both at primary and secondary level.  As governor of their secondary school and Treasurer of the PTA for the last six years, Michael has been a proactive member of the schools administration and is involved in all aspects of the education process. 

Amanda Buchanan - Trustee

Amanda became a trustee in 2006.

After a successful career in a range of commercial organisations, Amanda gave up work to devote her energies to raising her children.  This led to involvement in their school's PTA of which she subsequently became Chair. She is a member of the NCPTA's Membership Services and Development committee.

Martin Cox - Trustee

Martin joined the Board in September 2004.

Having worked in community schools Martin was a Headteacher of a Community High School in St Helens for fifteen years. He recently managed the two EIC Action Zones in St Helens pursuing the theme of creative learning and collaborative leadership. Throughout his career, Martin has worked for the success of a comprehensive community ethos, working closely with “ContinYou” and the NCPTA. He is also a governor of a St Helens primary school and chair of their neighbourhood nursery committee. He is committed to the successful development of partnerships between parents and schools.

Laurie Feather - Trustee

Laurie has four children, one at University and three in secondary education. He has been actively involved in PTAs at their schools for over 16 years. He is currently Chair of one PTA and Treasurer of another. He works as a manager for HMRC, and has previously worked as Chief Operating Officer for ACEVO, meaning he can bring a good overview of the charity sector to his role as an NCPTA Trustee. He is also a regional judge for the National Teaching Awards.

Sandra Foulkes - Trustee

Sandra Foulkes is Headteacher of a small village school in Lancashire. She is involved in co-ordinating all areas of school life and as a parent herself she also makes sure that parents are heavily involved. As the mother of two, Sandra places a high value on family life and is committed to her role as a parent. She was actively involved with the playgroup committee at the playschool her children attended and went on to become area chairperson. She also co-founded a PTA at a school attended by one of her children. Since then Sandra's career has always involved active involvement with the PTA or Friends Association at various schools.

Fay Hampshire - Trustee

Fay became a trustee in December 2003.

Fay came to England from the Middle East 23 years ago. She was educated in England, qualified as a nurse then completed a first degree in Health and Social Studies at Guildford University followed by an MBA in business administration at Reading University. Fay is married with two teenage girls and two young boys, she believes that children should be given the best possible start in life and be delighted with their own potential. She has been actively involved with her children's school, where she served as parent governor, major event organiser and was the PTA treasurer. Fay is a member of the association for the education and guardianship of International Students and coordinator of an after school club in Merton Borough.

Philip Maskell - Trustee

Philip Maskell is a Chartered Accountant who has specialised in financing and commercial development of entrepreneurial companies. He was a venture capitalist for a major pension fund in London for 11 years and was then Finance Director of a retail group. He is married with two boys at primary school, and lives in Oxfordshire. Philip has many years experience of being a Non Executive Director in companies which have raised venture capital to fund their expansion and development. He became a Trustee in November 2002 and is a member of the Finance Insurance and Risk Committee and the Employment and Remuneration Committee.

Tim Partington - Trustee

Tim became a trustee in September 2007

Tim is a pilot by profession, having flown fast-jets in the RAF and then 747s with several international airlines. Over the last two years he has changed course to become a business angel, helping entrepreneurs and small start-up companies take-off. Part of this role involves being a non-executive director and encouraging new and innovative ideas.

He has two children at a small rural primary school in Cheshire and has been actively involved in its PTA.

Phil Stevens - Trustee

Phil joined the Board in September 2007

He is a father of six children, five of which are in the state education system within Islington, from nursery through to secondary school. He helped set up the PTA at his children’s primary school,  which he now chairs.  For the last five years, Phil has also been a Parent Governor; he believes it is important to take an active role within your child’s school and education. He strongly believes that schools are at the heart of the community and should be utilized to the utmost. Philip is currently unable to work due to disability but previously managed a team of 8 anti-social behaviour officers for a city Council and  was a housing management officer responsible for 1500 properties in a London Borough.

Phil Street - Trustee

Phil became a trustee in 2006.

He has been involved with education in one way or another for most of his working life.  He has a long standing interest in promoting parental involvement in their children's learning and whilst Chief Executive of CEDC and then ContinYou was responsible for bringing their ground breaking Share programme to life.
